7d0cf3f9be Fix scrolling in small wxVListBox with tall items. 
Scrolling in a small wxVListBox with tall items (i.e. taller than the height
of wxVListBox itself) behaved wrongly: wrong item was being scrolled into view
and Page Up/Down didn't scroll as much as they should.

Fix both of these problems by checking for these corner cases explicitly.

Closes #13454.

4c51a665c6 Fixed various typos. 
Applied patch by snowleopard2 fixing a bunch of typos such as misspellings and double words in the documentation. Combined the patch with some local queued typos waiting to be committed as well as adding new typo fixes inspired by the patch.

Function names with American spelling were not changed nor was third-party code touched. The only code changes involve some changes in strings that are translated ("Can not" -> "Cannot").

Closes #13063 (again).

d4a58a7ce5 Preserve m_skipped in wx[Var]ScrollHelperEvtHandler::ProcessEvent. 
If the event was skipped and not processed, its "skipped" status would
be lost.

0fa9b2ed61 Sometimes change in varscrollable window's size can result in unused empty space after the last item. Fix it by decrementing first visible item position as long there is available space (fixes #11758).

03647350fc No changes, just removed hard tabs and trailing white space. 
This commit is huge but there are no non-white-space changes in it.

Some files containing third-party sources (src/msw/wince/time.cpp,
src/x11/pango*.cpp) were left unchanged.

9a83f86094 Globally replace _T() with wxT().

234b1c0147 reverted wxHVScrolledWindow patch (rev 1.19/1.21 of vscroll.h/.cpp) because not only we don't want to duplicate code like this but it also broke wxHtmlListBox by making scrolling in it O(N) instead of O(1)

5d2ad05582 wxGTK2 sends *only* wxEVT_SCROLLWIN_THUMBTRACK (why?) so 
wxVScrolledWindow needs to respond to it otherwise nothing happens
when using the scrollbar.
