These functions, added in the recent fce8780297 (Add 64-bit integers
support to wxConfig, 2021-03-09) break compilation of existing code
defining classes inheriting from wxConfig, and we can avoid it by using
strings for storing long long values by default -- as this is what
wxFileConfig is doing, and wxRegConfig provides its own overridden
version anyhow.
Show message box from wxSafeShowMessage() in the other ports too, if
possible.
Currently this is done using wxMessageBox() if it can be sure that it's
safe to call and only MSW uses native function which is always safe to
call. Ideal would be to also use a native function under Mac, where it
should also be the case, but this doesn't seem to work for whichever
reason.

Serialize them to strings in wxFileConfig, just as we always did for
long, but use wxRegKey support for storing them directly to the registry
in wxRegConfig.
Remove support for Borland C++ compiler, it wasn't tested since a long
time and probably didn't work anyhow and there was no interest in
keeping support for it since many years.

Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

This change prepares the way for using wxGTK under Windows as this would
still define __WINDOWS__ but use __WXGTK__ instead of __WXMSW__.

The platform targeted by this port doesn't exist any more and the port never
achieved really working state so remove the code to avoid having to maintain
it.

Asserts should be only triggered by programming errors, not by user actions,
and the assert checking that the value is either 0 or 1 in
wxConfigBase::DoReadBool() could happen if the user edited the file and put a
wrong value into it.
Replace the assert with a warning message.

Use a single BeforeLast() call with the "rest" argument and avoid calling
AfterLast() laster in wxConfigPathChanger ctor.
This is a small optimization which may count because wxConfigPathChanger is
used in a lot of wxFileConfig functions but, even more importantly, this works
around a bug in g++ 4 optimized build when the name was not filled by
AfterLast() call correctly as apparently the optimizer decided it was not
used. The real cause of this compiler bug was difficult to find as it couldn't
be reproduced in a simple test case but this change avoids it and fixes
wxFileConfig unit test in optimized build.

Replace many comments indicating that the C cast used was really a
const_cast<> with the proper cast itself. There is no reason to not use it any
longer, all the supported compilers understand it.

Using the current locale decimal point in config files results in problems
when moving the files to another machine or even using a different locale on
the same one, so don't do it.
Always write the numbers using C locale and try to read them in C locale too
first, but also try the current locale if we failed for backwards
compatibility and to be tolerant with users who edit their config files by
hand.
