This is a preliminary ARM64 platform support for wxWidgets at "it
compiles" stage. This will allow building and testing wxWidgets based
apps for oncoming Windows 10 ARM64.
Requirements:
- Visual Studio 2017 Update 4 or later with Visual C++ compilers and
libraries for ARM64 component installed
Building:
1. Open command prompt.
2. Change directory to build\msw subfolder.
3. Run "C:\Program Files (x86)\Microsoft Visual
Studio\2017\Community\VC\Auxiliary\Build\vcvarsamd64_arm64.bat" once.
4. Use `nmake TARGET_CPU=ARM64 ...` to build required flavor of wxWidget
libraries.
Notes:
1. Building of *.sln/*.vcxproj files does not support ARM64 yet. This
requires to hardcode Windows SDK to 10.0.15063.0 or later in
*.vcxproj files, which would render them non-compilable in older
Visual Studio versions. Microsoft is aware of this issue and is
planning a fix in the next version of Visual Studio.
2. wxmsw31ud_gl.dll does not build yet. Awaiting Microsoft to deliver
missing opengl32.lib for ARM64. Please, specify USE_OPENGL=0.

Use an enum instead of type-unsafe "int" for the second parameter of the
recently added wxStandardPaths::MakeConfigFileName().
This also avoids unnatural dependency of wxStandardPaths on
wxCONFIG_USE_SUBDIR constant defined in a higher level wxFileConfig class.
No real changes, but just make things a bit more robust and hopefully more
clear.
All major supported platforms have well defined per-user directories to store
Downloads, Music, Pictures, Videos and the Desktop files. The new method
wxStandardPaths::GetUserDir() allows for a unified way to access these on MSW,
OS X and Unix (if XDG user dirs specification is implemented for the latter).

Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

In addition to ignoring debug/release subdirectories, also ignore their
(possible) parent Win32/x64 directories, and for the same reason: this allows
the code using wxStandardPaths to work even when the program is ran from the
build directory.

This compiler is not being developed since several years and almost certainly
can't be used to build the current wxWidgets sources anyhow, so remove all
support for it, including a lot of extremely ugly workarounds for its bugs
with template functions.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Fixed commented names (path, filename, and extension) of files in include/ and src/. Prepended the names in src/ with "src/" everywhere, while starting those in include/wx/ with "wx/".

exist) and consistently spell "licence" using British spelling.

The changes in r50025 made the behaviour of wxStandardPaths silently
incompatible with the previous versions under MSW and OS X as it now used the
vendor name in the paths it returned, unlike before. The benefits of doing
this don't justify silently breaking the existing programs so revert this
change and continue to use the application name only by default.
It is, of course, still possible to explicitly ask for the vendor name to be
used with wxStandardPaths::UseAppInfo().

This function allows to get the location of Windows shell special folders not
covered by wxStandardPaths methods (yet), e.g. CSIDL_DESKTOPDIRECTORY.
