Simplify the code by just using "retloc != NULL" as success indicator
until the call to DoInit() instead of keeping a separate "bool ret"
variable in sync with "retloc".
Instead of calling wxLanguageInfo::GetLocaleName(), which called
setlocale() at least thrice (first to query the current locale, second
to try to change it and third to restore the original locale) and then
calling setlocale() again if it succeeded, use the new TrySetLocale()
method which calls setlocale() just once and doesn't require calling it
again in the caller.
This makes the code slightly more efficient but, more importantly,
shorter and more clear.
Try to make code less confusing by avoiding defining a variable in
platform-independent part of the code and then actually using it only in
platform-specific code.
Simplify the code by not checking for language == wxLANGUAGE_DEFAULT in
wxLocale::Init(): this can't happen because we use the system language
when passed wxLANGUAGE_DEFAULT as parameter and return false immediately
if we can't determine the system language.
Check if setlocale() really works with the name of the returned locale
and return empty string if it doesn't.
This fixes problem with setting locale when using old MSVC or MinGW CRT
under new (Vista+) MSW versions, as the CRT doesn't support the locale
names returned by LOCALE_SNAME and we need to fall back on
LOCALE_SENGLANGUAGE.
Instead of combining the language, country and codepage and passing the
resulting string to setlocale(), the locale name can be used instead for
setlocale() on Windows Vista and onwards.

This fixes a crash that occurs when switching locale from Korean to
Norwegian Bokmål, since the language_country.codepage string resolves to
"Norwegian Bokmål_Norway.1252" and mbstowcs trips up on the non-ASCII
character.
Ever since 700256bbdb IsOk() returned true even
if setting the locale actually failed because the old locale was still set to
the null value.
Apply the minimal possible fix for this and just reset the old locale pointer
to null if initializing the locale fails to make sure IsOk() doesn't return
true in this case.
This class is forward declared with WXDLLIMPEXP_FWD_BASE, so it should be
really declated with the matching WXDLLIMPEXP_BASE and not with
WXDLLIMPEXP_CORE used by WX_DECLARE_EXPORTED_OBJARRAY() by default too.
Somehow the mismatch between forward and real declaration doesn't seem to
create any problems, but still fix this for consistency and because it might
explain http://thread.gmane.org/gmane.comp.lib.wxwidgets.general/83980
Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

3a8ad952 introduced compilation failures with (some versions of) MinGW
and VC8 because their winnls.h apparently doesn't declare
SetThreadUILanguage(). Just declare the function ourselves to fix it.
Starting with Vista, SetThreadLocale() does basically nothing and does
not affect UI language. We need to call SetThreadUILanguage() as well
from wxLocale::Init() to have the locale reflected in e.g. standard
dialogs.
When parsing Unicode date formats text inside single quotes should not be
escaped and instead treated as literal text. In addition two single quotes
(either inside or outside quoted text) should be interpreted as a single
quote.
Fixes#16118.
Unicode TR #35 v26 allows for five-letter (MMMMM) or even six-letter
(EEEEEE) forms of some of the fields, but TranslateFromUnicodeFormat()
asserts in these situations.
Fix it to fall back to short forms for MMMMM and EEEEEE that are used in
practice e.g. on OS X if the user has custom formatting settings.
Consulting the table of sensible specifiers from
http://userguide.icu-project.org/formatparse/datetime, it appears these
two were the only omissions in this function.

This fixes the size of wxDateTimePickerCtrl in programs that don't set any
specific locale: previously, the standard "%m/%d/%y" format was used for
computing the best size of the control in this case, but this could have been
significantly shorter than the format actually used (compare with the default
"%d %b, %Y"), resulting in the control contents being truncated by default.
GetOSInfo() is currently different from GetInfo() only under MSW, but we might
need to make the same distinction under OS X too, so do make this function
public instead of keeping it MSW-specific.

This merges in the latest sources from GSoC 2014 wxQt project with just a few
minor corrections, mostly undoing wrong changes to common files in that branch
(results of a previous bad merge?) and getting rid of whitespace-only changes.
Also remove debug logging from wxGrid.

This port is not used and is not being worked on, so remove it to reduce the
amount of the code which needs to be updated for every global change.
Also remove tests for VisualAge compiler which isn't used since ages.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Save the original locale used before we changed it instead of "restoring" the
same locate that this wxLocale object was using.
Add a unit test to verify that this does work as expected.

If LC_ALL or LC_MESSAGES is set but empty, ignore it and use the next
environment variable. This is consistent with the standard setlocale()
behaviour which only uses LC_ALL if it is set and not empty.

Don't use LOCALE_USER_DEFAULT when the locale hadn't been changed because the
user default locale often (and maybe even always) is different from "C" locale
used by the CRT resulting in mismatch between the conventions used by
wxDateTime::Format(), which uses the CRT locale, and wxDateTime::Parse(),
which uses Windows format. Instead use the hard-coded values corresponding to
the "C" locale to ensure we use the same values as the CRT in this case.
This also reverts r73244 which was applies to make the unit tests pass before
this fix as it's not necessary any longer.

Under wxMSW it's possible to have mismatch between the CRT locale (used by
various printf-related functions) and the system locale (queried by
wxLocale::GetInfo()).
Warn if such a mismatch occurs and tell people to use wxLocale instead of just
setlocale() to change the locale.

The return value of setlocale() was used incorrectly in this code: it
represents the newly set locale and not the previously active one so we didn't
actually restore the original locale before.
Fix the code and check that we do actually restore the locale in a new unit
test for it.

Applied patch by snowleopard2 fixing a bunch of typos such as misspellings and double words in the documentation. Combined the patch with some local queued typos waiting to be committed as well as adding new typo fixes inspired by the patch.
Function names with American spelling were not changed nor was third-party code touched. The only code changes involve some changes in strings that are translated ("Can not" -> "Cannot").

Replace many comments indicating that the C cast used was really a
const_cast<> with the proper cast itself. There is no reason to not use it any
longer, all the supported compilers understand it.

These warnings were harmless as they concerned the parameters used inside
wxASSERTs only but there were hundreds if not thousands of them in
wx/strvararg.h alone so all the rest of build output was completely lost in
them.
