Vadim Zeitlin 353f1c5491 Deprecate wxPropertyGrid::DoubleToString(). ...

Simply use wxNumberFormatter instead, this reduces code duplication and avoids
bugs due to formatting inconsistencies in DoubleToString().

Closes #15625.
