Run the same NoEventsInCtor() test as we already had for wxSpinCtrl for wxSpinCtrlDouble as well. Unfortunately currently there is no way to reuse the tests between these two classes, we should refactor these test cases to use a common SpinCtrlTestCaseBase<T> base class.
