95e74456a2 Fix bug in the hook which prevented committing makefiles. 
If both makefiles and any source files were committed, makefiles were
mistakenly added to changed_sources and were flagged as containing TABs.

439293064d Create both the full and OS X specific tag files in makeosxtags.sh. 
Also don't duplicate the files already processed by the generic create_tags in
OS X-specific part.

1a8e309166 removed wxLANGUAGE_SERBIAN, we must explicitly use either or wxLANGUAGE_SERBIAN_CYRILLIC/LATIN variants alone as just wxLANGUAGE_SERBIA is equivalent to wXLANGUAGE_CROATION under Windows resulting in unwelcome confusion; and there is no default sublanguage for Serbian anyhow
