Fix wxEncodingConverter::Convert(wchar_t) documentation.

This method mistakenly "inherited" the same documentation as 2 argument
Convert() overloads.
Closes #13825 .

Globally use "wxWindows licence" consistently.

Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

Remove wxUSE_WCHAR_T checks.
...
wxWidgets requires wchar_t for some time now; wx/chartype.h has a check
to fail complation without it. Simplify code by removing now-dead code
for the !wxUSE_WCHAR_T case.
