Fix build with RTTI turned off using MSVC makefiles
Rebake these makefiles using fixed version of bakefile (pre-0.3.0).

Link with shlwapi.lib and version.lib under MSW
These libraries are required now that we don't load the functions from them
dynamically (see e78be14ac1)
