30dfb74488 Make the Connect that also takes a local bind port non-virtual. This silences some compiler warnings (Borland, Watcom). Plus, it's not likely that this method would need to be overridden anyway since it has rather limited and specific uses.

30bbf68d3a Make SetLocal actually work instead of crashing immediately; due to required longevity of the item to make it from SetLocal to Connect, we need to use a specifc address type.

af49c4b8a2 disable use of #pragma interface under Mac OS X 
GNU compiler included with Mac OS X 10.2 (Jaguar) as well as August Developer
Tools update contain a bug concerning #pragma interface handling that can only
be worked around by not using them (and they are not necessary anyways)

Renamed GSOCK_TIMEOUT to GSOCK_TIMEDOUT
Added wxURL::ConvertFromURI
Use wxUSE_LIBGIF in imaggif.cpp and samples/html/test/test.cpp
Full implementation of "timeout"s in gsocket.c
Non-blocking WaitConnection()/Connect() are supported now.
