7275146d4d Unrevert Cygwin changes after discussion. Cygwin will be unix with the new 
version of bakefile, but allow wxMSW to stay a Windows build until there is
a unix version of it.

664df6e951 define WINVER as 0x0400 for VC++ 6 because its headers give a warning if WINVER >= 0x0500 is used and are generally broken for higher WINVER values
