614108e211 Added wxFile::ReadAll() for consistency with wxFFile::ReadAll(). 
Make it possible to use wxFFile and wxFile interchangeably for simply reading
the entire contents of the file as a string.

4c51a665c6 Fixed various typos. 
Applied patch by snowleopard2 fixing a bunch of typos such as misspellings and double words in the documentation. Combined the patch with some local queued typos waiting to be committed as well as adding new typo fixes inspired by the patch.

Function names with American spelling were not changed nor was third-party code touched. The only code changes involve some changes in strings that are translated ("Can not" -> "Cannot").

Closes #13063 (again).

65fe93d8a5 Add wxFile::{Get,Clear}LastError() functions. 
Remember the errno of the last file operation instead of just remembering
whether there was an error or not.

See #12636.

526954c596 Globally use "wxWindows licence" consistently. 
Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

See #12165.

9508a23a1b Move wxPosixPermissions definition from wx/file.h to wx/filefn.h. 
This fixes compilation with wxUSE_FILE=0 as wxFileName::Mkdir() still uses
these constants but their definitions were not available in this case.

f41d6c8cd7 add wxPosixPermissions enumeration; it provides more readable synonims for wxS_I* flags and makes it easier to document which flags can be used in wxFile functions and wxFileName::Mkdir (and in future wxFileName::Chmod)
