This undocumented "private" class was used for various windows UxTheme
functions which are available since WinXP. As wxWidgets 3.1 is XP+ it
does not make sense anymore to load the theme functions dynamically.
The recent addition of DrawThemeTextEx in
b7a89f8746 (Add wxRendererNative::DrawItemText()
for list-like controls) broke initialization of uxtheme on WinXP as
DrawThemeEx is only available on Vista+.

Add a new method that should be used for drawing the elements of list-like
controls (i.e. wx{List,Tree,DataView}Ctrl and similar).
Implement it for wxMSW natively and provide a straightforward generic fallback
for the other ports.

Set ms_isThemeEngineAvailable to -1, meaning that we need to reinitialize
themes, instead of false, meaning that themes are not available.
This fixes problems when the library is initialized, shut down and then
initialized again.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

Paul Cornett: A static class member can be accessed as X::member,
there is no need for an object or pointer (s.member or
p->member). There are also a few bugs with incorrect
usage of wxString::Format and wxString::FromAscii.
