Since being able to access the 64 bit registry from 32 bit code and vice
versa (a5c468483d) the updated code in wxRegKey::DeleteKey hasn't worked
properly for keys that are redirected. It is for example not possible
from 32 bit code to delete keys from the 64 bit view of (parts of)
HKLM/SOFTWARE/ . And in 64 bit code it's not possible to delete keys
from the 32 bit view of HKLM/SOFTWARE/ which is at
HKLM/SOFTWARE/WOW6432Node/ . Fix by trying to call the correct DLL
function (RegDeleteKeyExW or RegDeleteKeyExA), instead of non-existing
RegDeleteKeyEx.
It is not really clear if it can happen, but avoid integer underflow in case
it somehow does and just discard the single byte which can't represent a valid
UTF-16 character anyhow.

Instead of asserting, report a user-visible error when trying to use a wrong
key, this should give more information to the developers and users if (when)
things go wrong.

Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

Even though this is typically the case, some strings in Windows registry are
not NUL-terminated, deal with them correctly by using the explicit length.

Reverts r78136 (see #15727) because the multi-string values in Windows
registry are actually not "name=value" pairs at all but just NUL-separated
strings and the API provided for reading them was inappropriate.

Don't test for wxUSE_NORLANDER_HEADERS, this is always true since many, many
years.
Remove tests for gcc version < 3.3, notably 2.95: the minimal supported gcc
version is 3.4.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Use t_str() instead of wx_str() to make the code work correctly in UTF-8 build
in which wx_str() returns a pointer to UTF-8 buffer while we need a wchar_t
pointer for Windows.

Add macros hiding the ugly casts needed to pass wxStrings to Windows API
functions and use them in a couple of places in wxBase to simplify the code.

empty() doesn't empty the string but just checks for its emptiness, clear()
was supposed to be used here instead.

Additionally renamed wxOSX' private wxNativePrinterDC::Ok() function to IsOk().
Didn't deprecate the various Ok() functions: given the amount of changes already introduced in 3.0 a trivial one like this seems more suitable for after 3.0.

Use intermediate 32 bit DWORD variables for ::RegQueryInfoKey() outputs as
size_t is 64 bit in 64 bit MSW builds and so the variables of type size_t
can't/shouldn't be passed directly to this function to avoid only filling
their lower 32 bits.

It was left uninitialized before resulting in the key being closed on access because the check for being opened in a mode with enough permissions failed even for Read.
