Get rid of 20 year old information (it isn't that impressive that we offer to
provide wxWidgets on a CD-ROM any more) and drastically compress the
introduction page while, hopefully, making it more readable and useful for
people new to wxWidgets.
Update the main page to provide a short documentation walk-through and to
organize the different links in order of their usefulness instead of whatever
was used before (random?).
Also add links to the alphabetical list of classes which is very useful but is
not immediately apparent in the Doxygen menus.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Mentioned more files in tn0011.txt that need version updating, and made it more clear which ones need to be changed manually. Modified inc_release to update docs/readme.txt and changed the version references in the readme.txt to 2.9.3. Also changed two references to the month of release from July to December.

Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

Also update the tech note listing the places that need to be changed when a
new version is released and the script which updates them automatically.
Finally update a couple of copyright years.

Also changed the license pages to include the actual license files verbatim rather than duplicated in comments.
Cleaned up the Development Tips page a little fixing some minor issues and wrapping at 80 columns.
Recategorized the WXDEBUG_NEW() macro from the RTTI group to the Debugging group.
