2dd726471f Build wxMetafileDataObject when wxUSE_DATAOBJ==1 
wxMetafileDataObject is a specialization of wxDataObject and its
compilation should be controlled directly by wxUSE_DATAOBJ (like it's done
under wxOSX, see e.g. include/wx/osx/metafile.h), not by
wxUSE_DRAG_AND_DROP.

381ab333b9 Get rid of a use of WXSTRINGCAST from src/msw/metafile.cpp 
WXSTRINGCAST is a const-removing cast and should be avoided unless necessary.

Here, wxString::c_str() is sufficient because GetTextExtentPoint32 takes
a const pointer.

30b523d1f2 Remove redundant tests for __WIN32__ in wxMSW code. 
This is always defined, Win16 is not supported since ages and Win64 defines
both __WIN32__ and __WIN64__.

8f8d58d193 Use wx-prefixed macros throughout the repository. 
Change {DECLARE,IMPLEMENT}_*CLASS and {DECLARE,BEGIN,END}_EVENT_TABLE
occurrences to use the wx-prefixed version of the macros.

3f66f6a5b3 Remove all lines containing cvs/svn "$Id$" keyword. 
This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.

If nothing else, this will make an eventual transition to Git simpler.

Closes #14487.

017dc06b50 Use wxString::t_str() in calls to Windows API functions in wxMSW. 
Use t_str() instead of wx_str() to make the code work correctly in UTF-8 build
in which wx_str() returns a pointer to UTF-8 buffer while we need a wchar_t
pointer for Windows.

Closes #14371.

6636ef8ddf Use wxString's empty() when checking if the string is (non-)empty throughout wx. 
Instead of constructs such as if "( s.length() )" and "if (s.length() > 0)" use "if ( !s.empty() )" instead. Similarly for "if (s.length() == 0)" or "if ( s.IsNull() )", use "if ( s.empty() )".
No code changes intended except for a few instances where a construct like "if ( s.length() && wxFileExists(s) )" was changed to not check the length of the string and let wxFileExists handle such cases.

9a83f86094 Globally replace _T() with wxT().

42e69d6b43 1. wxMSW seems to work (please test and send your bug reports!) 
2. accelerators in the menus a la GTK (actually slightly better) implemented
3. wxSplitter now uses events (and so the code which was broken by recent changes
   works again)
