7da60d7c18 OW warning fix. Our compile time asserts warns when used within function and dedicated #pragma seems not influence it so they are moved from functions into global space as near as possible.

e5a573a28b don't treat filenames starting with dot as having empty name and extension equal to the full name without dot (was done like this only for Unix and VMS before, now do it for all platforms)

5bb9aeb266 check directories passed to Append/Insert/PrependDir(); don't terminate string returned from GetPath() with wxPATH_GET_SEPARATOR flag with slash for the paths which don't have any path at all under DOS
