Do compile wxEntry(void) overload used in wxIMPLEMENT_WXWIN_MAIN_CONSOLE
expansion by non-MSVC compilers under MSW inside the monolithic library
too by replacing the "#if !wxUSE_GUI" check guarding it with "#if
wxUSE_BASE" one.
It's not really clear how could this have ever worked without this fix
before, although it apparently did, but stopped with gcc 7.
Use the standard function in Unicode build instead of our own emulation, it
should give better results and is marginally more efficient as it does fewer
heap allocations than our own wxCmdLineParser::ConvertStringToArgs().
While we use wmain() for the compilers that provide it since the changes of
bfa78c63b9, we still didn't handle Unicode
command line arguments not representable in the current Windows code page
correctly when using other compilers (e.g. MinGW).
Now use Win32 ::GetCommandLine() function for them and parse the command line
ourselves instead of relying on non-Unicode-friendly main() arguments which
can't represent arbitrary Unicode strings when not using UTF-8 (which is never
the case under Windows).
Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

This makes the code slightly simpler (no more need for the scope guard) and
avoids memory leaks when not using wxEntry() (but calling wxEntryStart()
instead).

Most importantly, this allows us to remove all MSLU-related stuff.
Some functions which were previously loaded dynamically can now be just used
directly, too.

Because they are not, fully. While our standard controls do appear correctly
in any DPI, anything using bitmaps/icons (e.g. toolbars, AUI title bars, ...)
isn't usable at all without scaling at high DPI, so it's better to avoid
pretending that we're DPI aware at all rather than doing it without being it
for 100%.
This reverts the changes of r63990.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Make wxEntry(HINSTANCE, ...) available in wxGTK under Windows too.
Refactor the headers to allow this and extract Windows-specific wxEntry()
declarations in wx/msw/init.h from wx/msw/app.h for consistency with the
normal wxEntry(int, char**) declared in wx/init.h.

Use t_str() instead of wx_str() to make the code work correctly in UTF-8 build
in which wx_str() returns a pointer to UTF-8 buffer while we need a wchar_t
pointer for Windows.

Use wxDELETE[A]() functions which automatically NULL out their arguments after
deleting them instead of doing it manually.
