Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

This port is not used and is not being worked on, so remove it to reduce the
amount of the code which needs to be updated for every global change.
Also remove tests for VisualAge compiler which isn't used since ages.

Make overriding virtual methods more explicit and enable additional checks
provided by C++11 compilers when "override" is used.

Deprecate the use of the old untyped constants but don't schedule them from
removal in a future wx version by removing "#if WXWIN_COMPATIBILITY_3_0" tests
around their definition and use. Provoking deprecation warnings in the code
using these constants is worth it as they are unclear and it's easy to make
mistakes when using them, but breaking this code compilation outright can't be
justified -- even in the future.
Also use more informational wxDEPRECATED_MSG() instead of a simple
wxDEPRECATED() as it might not be obvious at all how should the code be
updated exactly.
Finally, avoid the use of deprecated constants inside the library itself.
As a side effect, this closes#15814.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

GetParentForModalDialog() was called from the ctor initialized list before
m_windowStyle could be initialized by the base class ctor in several different
places, meaning that the check for wxDIALOG_NO_PARENT in this function was
using uninitialized variable.
Fix this by passing the style parameter explicitly to this function to allow
using it from derived class ctors. Still keep an overload which uses the
actual window parent and flags which is simpler to use for later calls to this
function.
Thanks valgrind for finding this one.

This is a patch to wxTip Provider classes used by the "Tip of the day" dialog.
See wx-dev archives August 2002 for discussion of the functionality design.
It does 5 things:
-Support for comments inside the tips file. The pound character (#) is used, as recommended by Vadim.
-Allows optional easy translation support to tips, by marking them as translatable for gettext, by enclosing them in a _(""). Program will translate these tips at runtime from the active catalog.
-Blank lines or lines with just spaces are automatically skipped (I had to put this in, I keep wondering why I get blank tips sometimes and it is because the text file had a empty blank line at the end of the text file).
-There is a pluggable virtual function to preprocess to modify the tip in a derived class, in case something specialized is desired, such as variable expansion, etc, as recommended by Julian and Vadim.
-Now resets the tip counter if the previous tip is past the end of the file (ie you removed some tips, or changed tip files), as discussed on wx-dev.
This patch updates:
-The classes.
-The class documentation and the Tip-of-the-day topic overview documentation.
-The dialogs example, placing some new strings for the tips.txt file which demonstrate how to use the Tip-of-the-day features for in practice.

Made the wxTipDialog fonts all Swiss (TODO: use current GUI setting for
the font family)
Worked around focus anomaly by suppressing parent's FocusIn event
when child's focus is being set by clicking on it (TODO: move some of this
to SetFocus() to make it work programmatically)
