Globally use "wxWindows licence" consistently.

Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

Add a system option to exit immediately on assert failure.

This option will allow to test for absence of asserts in wxWidgets samples in
