Document wxRenameFile() behaviour when destination is a directory.

Document that the source file is moved to the destination if it's a directory,
apparently this is not obvious.

Globally use "wxWindows licence" consistently.
...
Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

Move wxPosixPermissions definition from wx/file.h to wx/filefn.h.
...
This fixes compilation with wxUSE_FILE=0 as wxFileName::Mkdir() still uses
these constants but their definitions were not available in this case.
