wx.EmptyBitmap can be called with a wx.Size (or a 2-element sequence)
object too. Similar changes were done for wx.Image as well.

time it's simpler, better, and handles the case where there is a wx
calback/event while the GIL has been released by a non-wxPython
extension module.

Python docstrings will have the correct case.
Started adding extra docstrings where needed.
