14a6b6e5f0 work around a bug in TabCtrl_AdjustRect which will cause a crash on 
win2k, or on XP with themes disabled, if the wxNB_MULTILINE style is
used and the rectangle is very small, (such as when the notebook is
first created.)

bd507486e0 Added CanApplyParentThemeBackground and use it in wxMSW's 
wxNotebook::ApplyThemeBackground.  It's in the common base classes so
that someday it's usage can expand to the other platforms as well.
