This might break using it with the older versions, but it's not clear
whether we still need to support them, so for now apply the simplest fix
which works with the recent NDK and we'll add configure tests later if
we really need them.

This is supposed to always be the same as HAVE_GETHOSTBYNAME, but
wasn't, because the latter was explicitly defined for Android after
defining the former as it.
This avoids failing to set the host name if the system /etc/hosts file has any
host names that wouldn't fit in our buffer: at least under Linux/glibc,
gethostname_r() returns error if any such names exist even if we don't ask for
them.

The bionic library on android does not have gethostbyname_r even
though it has gethostbyname_r. The configure script in wxwidgets
assumes if it has one it has the other. This change does the right
thing for android, but perhaps the script should instead test for both?

Replace a few __WXMSW__ tests with __WINDOWS__ as the former is not
defined any longer (since r73290) when compiling with wxUSE_GUI set to 0.
Tested changes with both wxGTK and wxMSW builds under Cygwin.

Don't support this compiler any more, this allows to get rid of tons of
MSVC6-specific workarounds, in particular we can now use Bind() and natural
template functions calls in the library code.
Also remove MSVC6 project and solution files and don't generate them when
bakefile_gen is ran any more (removing the remaining occurrences of msvc6prj
from the bakefiles results in weird bake-time errors, so it's simpler to just
leave them there).

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

MinGW doesn't provide wspiapi.h header, so only include it when using MSVC and
include ws2tcpip.h which directly declares the functions used for the other
compilers.
This doesn't have quite the same semantics but it's better than failing to
compile at all.

This compiler doesn't exist any more and was probably unsupported even in 2.8,
let alone 2.9, so remove all the __MWERKS__ tests to simplify things.

gethostbyname_r() and gethostbyaddr_r() functions return int, not hostent*,
under AIX so assign their return value to the error indicator.

The ctor was wrongly called so wxGetservBuf class couldn't be compiled,
breaking compilation under AIX and any other systems with 4 argument
getservbyname_r().

wxIPV4address::IPAddress() used %lu to show each of (byte-sized) IPv4 address
components for some reason, which resulted in asserts about format specifier
mismatch. Fix this by just using %u.

Avoid using Cygwin sockets as our code assumes that we use WinSock API under
Windows currently (this might change in the future) by defining
__USE_W32_SOCKETS.
Use new, safer and more efficient cygwin_conv_path() function.
Use t_str() instead of fn_str() with Windows API taking file names, under
Cygwin they are different and using fn_str() is incorrect.
A few other minor fixes.

This function should be used in the main thread only and calling it from
wxSockAddress unconditionally resulted in asserts in the unit test.

Refactor some code inside wxSocketImpl itself to be less redundant and fixed a
