This restores the previous behaviour inadvertently changed by bfeae1922d
(Minor optimizations in GetMultiLineTextExtent(), 2020-06-10) and makes
it official by documenting it and adding tests checking for it.
It wasn't completely obviously if this was intentional or accidental
before, but at least wxStaticText itself relied on the old behaviour,
and chances are that so did some code outside the library, so make this
part of the API now.
See #18825.
This seems more logical and is compatible with wxDC in wxMSW and wxGTK2,
as well as other kinds of DC, e.g. wxPostScriptDC.
It also looks like the current behaviour was unintentional as it
happened only because wxGCDCImpl::DoGetTextExtent() always passed all
non-null parameters to wxGraphicsContext::GetTextExtent(), even if it
didn't need the values for all of them, and thus bypassed the special
case for the empty string which was already present in the latter
function.
Fix this, making DoGetTextExtent() more efficient as a side effect (we
now avoid unnecessary calls to pango_layout_iter_get_baseline() in the
most common case), and also add another test for empty string to
wxGraphicsContext itself, for non-GTK case.
Also document this behaviour and add a test checking for it.
This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

This used to work before wxTextMeasure changes so make it work again instead
of optimizing the case of empty string away and not returning anything in the
descent and externalLeading output parameters in this case.

VC6 doesn't like template methods, so use a helper template class instead,
hopefully this will finally allow it to compile the test suite again.

Just forward back to wxDC itself in this case instead of using the
platform-specific code in wxTextMeasure that only works with native DCs.

Don't call wxTextMeasure::DoGetTextExtent() with NULL width pointer, it now
supposes that both width and height pointers are non-NULL.
Add at least a trivial unit test for GetMultiLineTextExtent().

Add a new private wxTextMeasure class implementing methods for measuring text
and move the often duplicated (but not always identically) code for doing the
same from wxDC and wxWindow into it.
Currently this class is only really implemented in wxMSW and wxGTK.
Also extend the test for text measuring functions and rename it to
MeasuringTextTestCase from MeasuringContextTestCase as it's not wxGC-specific
any more.

wxCairoRenderer::CreateMeasuringContext() is only implemented for wxGTK so the
test fails under other ports when using Cairo. Disable it for wxX11 for now.
