wxNativeFontInfo constructor calculates the pointSize using the main screen DPI.
But lfHeight returned by GetNonClientMetrics is based on the window DPI.
These functions are not really useful as converting between wxFont and
LOGFONT can be done trivially by passing via wxNativeFontInfo and, in
fact, wxCreateFontFromLogFont() managed to do the conversion wrongly by
forgetting to update wxNativeFontInfo::pointSize member when changing
wxNativeFontInfo::lf.
This fixes one unit test failure after the latest changes, although not
yet the other one, see the upcoming commit for this.
The documentation stated that (a) wxSYS_CARET_{ON|OFF}_MSEC settings
were not supported on MSW and (b) if a setting was not supported a
negative value was returned. However, when calling
wxSystemSettings::GetMetric(wxSYS_CARET_{ON|OFF}_MSEC), not only the
method asserted but 0 was returned instead of a negative value.
Fix this by using the value returned by ::GetCaretBlinkTime() for
wxSYS_CARET_{ON|OFF}_MSEC.
The documentation for wxSYS_CARET_TIMEOUT_MSEC does not list any
platform limitations; however, attempting to obtain this value resulted
in an assert and 0 returned. Fix this by returning -1. Returning -1 may
not the be the ideal solution, but there is no value reserved for the
setting not being supported and the caret on MSW usually blinks.

This will be important when new fields are added to wxNativeFontInfo as
the ctor will be extended to initialize them, while this code wouldn't
do it.
No real changes yet.
Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

Most importantly, this allows us to remove all MSLU-related stuff.
Some functions which were previously loaded dynamically can now be just used
directly, too.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Use wxDELETE[A]() functions which automatically NULL out their arguments after
deleting them instead of doing it manually.

DEFAULT_GUI_FONT is a misnomer, not only is it not a default (and never was)
but it shouldn't be used at all. Instead use lfMessageFont from the
NONCLIENTMETRICS structure as it seems to correspond to the font used by
the native controls under 2000, XP and Vista and respects Vista global DPI
setting unlike DEFAULT_GUI_FONT.
