Send a wxFullScreenEvent when the user enters or exits full screen on
macOS. EnableFullScreenView() has to be used to enable the native
full screen API.

Since OS X 10.12 it has been named macOS so it makes sense
to reference it in documentation as such, even when it
sometimes refers to older versions which were called (Mac) OS X.
Explain how these methods actually work, remove a very (from wx 1.x
days?) outdated reference to wxPanel always calling Layout() and mention
the special case of wxTopLevelWindow in the overview too.
No real changes, just clean up sources by removing trailing spaces from
all the non-generated files.
This should hopefully avoid future commits mixing significant changes
with insignificant whitespace ones.
Previously, TLW geometry was implicitly defined as just its position,
size and the maximized/iconized state by wxPersistentTLW code. This
already wasn't enough for wxGTK which added the decoration sizes to the
geometry being saved/restored, but this had to be done using conditional
compilation, which was not ideal. And it didn't allow using an entirely
different geometry representation as will be done for wxMSW soon.
Change the code to use wxTLWGeometry class defining the geometry, as
used by the current port, explicitly and move wxPersistentTLW logic into
it, as wxPersistentXXX classes are supposed to be very simple, which
wasn't really the case.
Also provide public SaveGeometry() and RestoreToGeometry() methods in
wxTopLevelWindow, which can be useful even to people not using
wxPersistentTLW for whatever reason.
There should be no changes in behaviour so far.
Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

Allow to disable maximize and minimize buttons dynamically just as we already
allow to disable the "Close" button using EnableCloseButton().
Currently implemented for MSW and OSX only.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

Use the same short names as are used by the event table macros for the event
type constants themselves. This makes them much more comfortable to use, e.g.
Bind(wxEVT_BUTTON) compared to Bind(wxEVT_COMMAND_BUTTON_CLICKED).
The old long names are still kept for backwards compatibility and shouldn't be
removed as it doesn't really cost anything to continue providing them, but all
new event types should only use the short versions.

Don't end the brief description at the first period if it's a period which is
part of "i.e." or "e.g.": escape the space following it to prevent Doxygen
from recognizing it as an end of sentence.

This currently is only implemented under OS X and sets the proxy icon there
but could be implemented to do something useful under the other platforms too
in the future.

functionality.

Also generate events corresponding to WM_SYSCOMMAND messages for the custom
items of the system menu.
Add a small snippet to test the new functionality to the dialogs sample.

This method is/will be needed by wxNonOwnedWindow in wxOSX but couldn't be
used as long as it was protected, so make it public. And as it seems that it
might be useful outside of wx itself, document it as well.
