Changed slightly the meaning of the Hybrid build. It is now

essentially a release build (no debug info, optimiztions turned on)
with the addition of __WXDEBUG__ being defined.

Restructured the VC makefile to build the OBJ files in either a DEBUG or RELEASE subdir to allow concurrent debug and release builds to exist side by side.
