7b7a763758 Added UNIV_DIST target. 
Fixed hp-hpux lib build targets.
Enabled cygwin cross compilation for 2.3 too.
Fixed SONAME_FLAGS for solaris.
Fixed PIC_FLAG for mingw.

Removed obsolete src/makeenvs/*
