bd362275b8 Remove Palm OS port. 
The platform targeted by this port doesn't exist any more and the port never
achieved really working state so remove the code to avoid having to maintain
it.

9204fde6ee Add wxT_2() macro for compatibility with wxWidgets 2 API. 
This macro can be used to make the same code compile with both v2 and v3 as it
expands to wxT() in 2.8 and nothing in later versions.

258593354e Fix build with Borland C++ compiler. 
Disable some parts of the code that this compiler had problems with. Add
parentheses to work around its bugs elsewhere.

Closes #12558.

8d94819c43 Remove wxUSE_WCHAR_T checks. 
wxWidgets requires wchar_t for some time now; wx/chartype.h has a check
to fail complation without it. Simplify code by removing now-dead code
for the !wxUSE_WCHAR_T case.

e9670814f5 Use UTF-8 for all non-ASCII characters in the sources. 
Avoid mixing Latin-1, UTF-8 and Mac Roman (?) encodings in different source
files, use UTF-8 everywhere.

9a83f86094 Globally replace _T() with wxT(). 
Standardize on using a single macro across all wxWidgets sources and solve the name clash with Sun CC standard headers (see #10660).

8f93a29f8e Preparing wxString for UTF-8 representation: 
1) split into wxStringImpl class that has std::string-like API and operates on char* or wchar_t* data and wxString class that provides Unicode iterators and indexes
2) added both char* and wchar_t* versions of many wxString methods to avoid having to use _T()
