The top part of the box border was not drawn after the changes of
900c6d5d75 which decreased the top border
size too much in the case of empty label.
Fix this and also try to improve the code a little bit by introducing
another symbolic constant in MSW code and not using the constant from
the base class code, as like this we can at least keep all the related
constants together -- even if they're still as magic as ever.

Remove various definitions and symbol declarations from
numerous files using msw/uxtheme.h to a single file.
When possible vssym32.h is included from the Windows SDK.
For older SDKs tmschema.h is included and missing symbols
are defined in msw/uxtheme.h.
This undocumented "private" class was used for various windows UxTheme
functions which are available since WinXP. As wxWidgets 3.1 is XP+ it
does not make sense anymore to load the theme functions dynamically.
Inherit from wxCompositeWindowSettersOnly<> to make sure all the usual
setters, such as SetForegroundColour() and SetFont(), called on
wxStaticBox are propagated to the label window too.
However also prevent SetBackgroundColour() from being propagated
unnecessarily -- because the checkbox already inherits the parent
background colour by default in wxMSW anyhow -- and still override
SetFont() to adjust the label window position after the font change,
otherwise it could be truncated after increasing the font size, for
example.
Because of these issues, wxCompositeWindowSettersOnly is not ideally
suited for its use here, but on balance it still seems to be better to
use it rather than reimplement parts of its functionality here.
Erase background of the partially transparent native child controls,
such as wxCheckBox, using our own background colour if we have it
instead of using the parent's colour.
For some reason, we -- seemingly intentionally, judging from the comment
-- didn't do it before, but this meant that checkboxes inside static
boxes didn't inherit the box background colour, if it was set, which was
ugly and inconsistent with at least wxGTK. So do use our own background
if we have it now by just reusing the existing PaintBackground() instead
of manually using the parent background brush in WM_PRINTCLIENT handler.
Introduce symbolic constants instead of using raw magic numbers.
No real changes and these numbers are still as magic as before, but at
least they will be easier to change now.
Add wxMSWWinStyleUpdater and wxMSWWinExStyleUpdater helper classes which
allow writing code changing GWL_STYLE and GWL_EXSTYLE bits,
respectively, in a shorter and more clear way.
There should be no real changes in behaviour.
We do use wxStaticBox colour for painting its background (as can be seen
with test code from #18018, for example) under MSW, so don't say that we
don't.
Also, the reasons for not doing it mentioned in the comment are either
obsolete (wxGTK3 does do it too, unlike wxGTK2) or lost (the link to the
mailing list message doesn't work any longer and can't be recovered).

If a wxStaticBox is rendered, but has zero size in either dimension we
generate assert failures when creating the bitmap. Check for these conditions
and just do not render if this is the case.

Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

Back in #8101 I made fixes for wxStaticBox and right-to-left handling under Windows.
While this worked fine in wx2.8, the old patch has some unfortunate consequences on wx3:
* Since the box is always set to LTR, its children also inherit LTR
* Text was always right-aligned
This follow-up patch removes the RTL-specific code from wxStaticBox. Instead, the wxMemoryDC in wxStaticBox::OnPaint is made to inherit attributes from the wxPaintDC.
Tested on XP (both XP and classic theme), Windows 7 and 8.1

First of all, don't erase background in WM_ERASEBKGND at all if we erase it
anyhow in WM_PAINT, this is totally useless and is what wxBG_STYLE_PAINT is for.
Second, clip out not only the siblings of the static box but also its children
when erasing the background to avoid painting over the controls created as the
box children, which is the preferred way to create them now.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

This doesn't change anything currently but it seems correct to use this style
with wxStaticBox as it can now contain other windows (and so be "control
parent"), so it could allow Windows or other programs checking for this style
to handle it more correctly.

Use t_str() instead of wx_str() to make the code work correctly in UTF-8 build
in which wx_str() returns a pointer to UTF-8 buffer while we need a wchar_t
pointer for Windows.

Change the signature of GetThemeFont() and GetThemeSysFont() methods of
wxUxThemeEngine to take an artificial wxUxThemeFont::Ptr type instead of
LOGFONT which allows the broken code to compile correctly and even work in
Unicode builds but crashed in ANSI ones under Windows Vista/7 as these
functions expect a LOGFONTW and not LOGFONTA even in non-Unicode build under
these systems.
This generalizes the previous fix/workaround for the same problem in
wxStaticBox so remove it now and use wxUxThemeFont both there and in
wxMenuItem to avoid crashes when using owner-drawn menus in ANSI build.

Only show the mnemonics if they need to be shown, i.e. use the same logic as
the standard controls use, to avoid showing mnemonics in wxStaticBox with
custom label colour even when other wxStaticBoxes don't show it.

The default handling for Alt key press in the standard control is to redraw
the label to account for showing of the keyboard queues (i.e. if the mnemonics
were initially hidden, they are shown when Alt is pressed) but it doesn't
redraw it in the correct colour resulting in any custom label colour being
lost whenever Alt is pressed anywhere in the window containing the box.
Fix this by forcing the box refresh which will result in repainting it using
our code which does use the correct colour.
Also update the static page of the widgets sample to allow changing the
colours of all static controls on this page, including the wxStaticBox, and
not just the main wxStaticText.

Check for the transparency of the window background in MSWGetBgBrush() itself
and let MSWGetBgBrushForChild() just return the brush to be used.
This required adding a MSW-specific hack to wxPanel to allow inheriting
background of wxNotebook by its children which is slightly ugly but is exactly
what we need to do in this case and makes the rest of the code much simpler.
Also add a possibility to set the background of the page containing the
control being tested to the widgets sample to test for background inheritance.
This shows problems with wxSlider and wxRadioBox backgrounds but they're not
new with this patch.

Pass wxWindow instead of HWND to it as in most cases we already have wxWindow
for the HWND we have and calling wxFindWinFromHandle() once more is
unnecessary.
This also makes the code of MSWGetBgBrushForChild() slightly simpler.
