Attempted to improve tip window behaviour, but kill focus still not working in wxGTK.
wxTipWindow now has wxTipWindowView child.

wxHelpProvider now cleans itself up. wxTipWindow doesn't
grab the mouse, but instead deletes itself when it's deactivated
or loses the focus.
