12b5857d04 Correct wxFontMapper tables for Big-5, Shift-JIS and GB2312 encodings. 
As wxFONTENCODING_{BIG5,SHIFT_JIS,GB2312} are only synonyms for the other
encoding constants, we must append the corresponding names to the array of
names for the real encoding value instead of having the (never used) separate
entries for them in the names array.

Closes #13164.

69e087c144 Add support for CP-866 encoding to wxEncodingConverter. 
Recognize yet another Cyrillic encoding, a DOS OEM one.

Closes #2318.

526954c596 Globally use "wxWindows licence" consistently. 
Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

See #12165.

03647350fc No changes, just removed hard tabs and trailing white space. 
This commit is huge but there are no non-white-space changes in it.

Some files containing third-party sources (src/msw/wince/time.cpp,
src/x11/pango*.cpp) were left unchanged.

9a83f86094 Globally replace _T() with wxT(). 
Standardize on using a single macro across all wxWidgets sources and solve the name clash with Sun CC standard headers (see #10660).

55f7a9ec3c CP-xxx and MS-yyy iconv identifiers actually don't have dashes in them (this fixes CP932 unit test failure under FreeBSD where iconv doesn't have WINDOWS-932)

893bf46069 undid change of r44565: not taking hyphens into account entirely is a bad idea as we then recognize some junk as valid encodings and it even made our own unit test fail

e6d4038a8b don't use _T() inside wxGetTranslation() and related macros (wxTRANSLATE, _, ...) to preserve compatibility with the old ASCII build (even at the expense with the Unicode build compatibility)

2523e9b700 use UTF8-encoded char* strings in UTF8 build instead of wchar_t* if the current locale uses UTF8;

d5bfbd9ab8 1. renamed wxFontMapper::IsWxFontMapper() to IsDummy() (with reverse semantics) 
2. added wxFontMapper::Reset() to only do the cast needed when deleting
   the font mapper object once
3. reset the dummy font mapper created during the app initialization in
   wxFontMapperModule and not in init.cpp

cc845a6142 encconv.cpp: Remove comment about 5 being big enough value for ENC_PER_PLATFORM - it should be the minimum 
necessary instead.
fmapbase.cpp: Slightly reduce the size of an array - it should be reduced further (we only have one item with the
size of 9, rest are not over 6)

2a12cc65c8 Improve type safety by doing a runtime check to make sure the 
wxFontMapper really is a wxFontMapper when GUI code asks for it.
Remove some incorrect comments and add some new ones.
