7f10d1fa8a Add wxSYS_CARET_{ON,OFF,TIMEOUT}_MSEC system settings 
Provide a way to retrieve the caret blink times from wxSystemSe and implement
it for wxOSX and wxGTK.

Closes #17629.

09b23156f5 Remove outdated documentation remarks on Windows prior XP. 
Since Windows XP is now the minimum supported target all remarks referencing differences in Windows versions prior XP have been removed or updated.

3f66f6a5b3 Remove all lines containing cvs/svn "$Id$" keyword. 
This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.

If nothing else, this will make an eventual transition to Git simpler.

526954c596 Globally use "wxWindows licence" consistently. 
Use "wxWindows licence" and not "wxWidgets licence" (the latter doesn't
exist) and consistently spell "licence" using British spelling.

a4d291f0ab remove wxSYS_DEFAULT_PALETTE: it's supported only by wxMSW and it never worked there: GetStockObject(DEFAULT_PALETTE) returns a palette and not a font; so the resulting wxFont is wrong. 
Expand and correct documentation for various system constants.
Provide wxSYS_COLOUR_FRAMEBK as a synonym for wxSYS_COLOUR_BTNFACE as it is the colour which must be used to make wxFrame background coherent with the background of the controls they (eventually) contain.
