Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

These options enable "strict ANSI" mode in MinGW which omits declarations of
POSIX functions from the standard headers. To allow the library and, possibly
even more importantly, the user code including our headers, to compile with
these options, declare the functions that we need ourselves.
This might appear to go against the spirit of "strict ANSI" mode, but the only
alternative would be to not use such functions at all and silently cripple the
library when -std=c++NN is used, compared to -std=g++NN case, and this doesn't
seem appealing neither.

These functions are needed due Android NDK lacking wide character support,
as wchar_t == char according to Android NDK bionic libc/include/wchar.h
WARNING: They are minimally functional (provided provisorily until proper
workaround is found, specially maybe using Qt built-in functionality).

It is not only useless with any modern C++ compiler, but also deprecated
in C++11. Removing it fixes Clang warnings on the subject.

Don't provide our own (not fully functional) definitions of them and always
use the system versions as we don't support OS X 10.2 which was the last
platform where these functions didn't exist/work.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

This is an aborted attempt to make wxWidgets code compile without warnings
when using MSVC 11 /analyze option, as it was supposed to have become much
better. Unfortunately it still produces way too many false positives to be
really useful, in particular NULL pointer detection is completely broken as
even the code such as (from object.cpp):
wxClassInfo *info = sm_first;
while (info)
{
if ( info->m_next == this )
...
}
provokes tons of warnings about "info" being NULL inside the loop which is
clearly impossible.
So this commit just fixes a few obvious warnings, mostly about variable
shadowing but also a couple about possibly passing NULL to memcpy().

wxCRT_StrtoullBase(), used by wxString::To[U]LongLong(), didn't handle leading
zeroes nor leading 0x correctly: it never auto-detected base 8; didn't ignore
the leading 0 even if base 8 was specified explicitly; didn't recognize "0X"
prefix at all (only "0x").
Fix all these bugs and add test cases for parsing numbers in other bases to
the unit tests.

This compiler doesn't exist any more and was probably unsupported even in 2.8,
let alone 2.9, so remove all the __MWERKS__ tests to simplify things.

The platform targeted by this port doesn't exist any more and the port never
achieved really working state so remove the code to avoid having to maintain
it.

ConvertStringToBuf() helper function was defined incorrectly for converting
wxString to a char* buffer as it didn't fill the buffer at all if the string
didn't fit into it entirely instead of putting as much of the string into it
as possible as was already done for the conversion to wchar_t* buffer. This
broke wxSprintf()-related functions in when the ASCII output buffer was not
big enough as it was not filled at all.

wxWidgets requires wchar_t for some time now; wx/chartype.h has a check
to fail complation without it. Simplify code by removing now-dead code
for the !wxUSE_WCHAR_T case.

Use correct (XPG5, not XPG4) version of wcsftime().
Bring the wide char functions only declared in std namespace into global one
under IRIX.
Declare vswscanf() ourselves as we just don't seem to get its declaration from
C++ code (only from C99).
Add a cast to fix incorrect putws() signature.
All these fixes apply to IRIX 6.5.18 with mipsPro 7.4.2. It doesn't seem to
add configure checks for most of the above fixes as previous versions of both
the OS and the compiler should be completely extinct by now but we may need to
do it if anybody is still found to use them.
