Fix wxKeyEvent::GetKeyCode() descripotion: it doesn't depend on locale.
GetKeyCode() will always return valid key codes for Latin-1 symbols but won't do it for other non-ASCII Unicode characters even if they are representable in the current locale. git-svn-id: https://svn.wxwidgets.org/svn/wx/wxWidgets/trunk@72449 c3d73ce0-8a6f-49c7-b76d-6d57e0e08775
