Enhance wxRibbonToolBar functionality to wxRibbonButtonBar level.

Browse Source 
Allow inserting and deleting tools and not only appending them.

Add possibility to enable/disable and toggle tools.

Send wxUpdateUIEvent for the tools.

Add various properties accessors.

Closes #13835.
