Document wxIMAGE_OPTION_CUR_HOTSPOT_[XY] in wxCursor ctor.

Browse Source 
These options were already mentioned in wxCursor documentation but not
prominently enough, so mention them explicitly in the documentation of
wxCursor ctor from wxImage.

Closes #13820.
