Correct and extend wxConfig::Create() documentation.
Replace mentions of the non-existent wxCONFIG_WIN32_NATIVE with wxUSE_CONFIG_NATIVE. Also explain what does the "best implementation" really mean and link to wxAppTraitsBase::CreateConfig().
