Add a link to Microsoft guidelines from wxICON_QUESTION documentation.
Microsoft documentation provides explanations as to how the icons should be used in the message dialogs which can be useful for people wondering which icon style to use an when. See #12417. git-svn-id: https://svn.wxwidgets.org/svn/wx/wxWidgets/trunk@65465 c3d73ce0-8a6f-49c7-b76d-6d57e0e08775
