Mention wxLocale in wxNumValidator documentation.
Using setlocale() can thoroughly confuse wxNumValidator because it results in a mismatch between the decimal and/or thousands separators it uses, returned by wxLocale, and the actual separators in the strings, formatted by the CRT.
