1. more warnings fixes in gtk/region.cpp and common/tbarsmpl.cpp

2. wxWindow::Create() always takes a wxValidator parameter, even if
   !wxUSE_VALIDATORS - it is just ignored then, tons of #if wxUSE_VALIDATORS
   removed
