Document wxStreamBuffer::BufMode enum and fix dtor.
Document the enum as it's used as parameter type by other methods and so needs to be declared to make the header parsable. Also fix wxStreamBuffer dtor documentation which was missing a tilde. Closes #14174. git-svn-id: https://svn.wxwidgets.org/svn/wx/wxWidgets/trunk@71080 c3d73ce0-8a6f-49c7-b76d-6d57e0e08775
