Fix wxUSE_DC_TRANSFORM_MATRIX comment in wx/setup_inc.h
Propagate the change done in 49000defcf
to the
generated include/wx/msw/setup0.h file to wx/setup_inc.h, so that this change
won't be lost during future regenerations.
