Use GetBestSize() rather than DoGetBestSize().

Browse Source 
Call GetBestSize() from wxWindowMSW::DoSetSize() so that it works correctly
for the classes which only override DoGetBestClientSize() and not
DoGetBestSize() itself, such as wxStaticText.

Closes #11096.
