Add wxTempFFile, similar to wxTempFile but using buffered I/O

Also add wxTempFFileOutputStream.

Closes #18673.

closes and deletes the temporary file and leaves the original file unchanged.
If you call neither Commit() nor Discard(), the destructor will
call Discard() automatically.
