Improve SAFEARRAY support in wxMSW OLE Automation code.

Browse Source 
Add a new wxSafeArray<> class wrapping SAFEARRAY.

Also add support for converting VARIANTs containing other, previously
unsupported, standard types.

Closes #14637.
