Add support for bilinear resize algorithm to wxImage.

Add wxIMAGE_QUALITY_BILINEAR in addition to the existing wxIMAGE_QUALITY_BICUBIC,
it is supposed to be much faster yet yield almost the same results.

Closes #11034.
