Set all event fields correctly for drag events in generic wxListCtrl.

Browse Source 
Call SendNotify() instead of (ponly partially) duplicating it in the code
generating wxEVT_COMMAND_LIST_BEGIN_[R]DRAG.

Closes #1582.
