Remove wxLogWindow::OnFrameCreate() virtual method.

This method couldn't be overridden by the classes deriving from wxLogWindow
because it was called (indirectly) from wxLogWindow ctor itself and so was
completely useless. Just remove it to avoid confusion.

Closes #12763.
